A few hundred municipal workers, denied legal protection
of collective bargaining rights for generations, organize for representation.
They come from Hospitals, Parks, Finance, Health and some other city agencies.
The American Federation of State, County and Municipal Employees charters the
workers as District Council 37 in November.
