Governor Hochul announces ratification of a 3-year labor agreement with District Council 37’s Rent Regulation Services Unit

Agreement with DC 37 covers nearly 300 New York State Employees at New York State Homes and Community Renewal

Includes yearly salary increases, up to 12 weeks fully paid parental leave, increases in location pay, and changes in health benefits

Governor Kathy Hochul today announced the ratification of a three-year labor agreement with the District Council 37 Rent Regulation Services Unit, which includes nearly 300 employees at New York State Homes and Community Renewal who assist in the administration of New York City rent control and stabilization. The agreement, which runs until April 1, 2026, won overwhelming approval of members who cast ballots.

“This agreement honors the work of nearly 300 state employees whose contributions are critical to providing safe, stable, and affordable housing across our state,” Governor Hochul said. “The members of District Council 37’s Rent Regulation Services Unit are helping to drive my administration’s effort to tackle the housing crisis, and I thank DC 37 for its partnership in ensuring that they receive the pay and benefits they deserve.”

Executive Director of District Council 37 Henry Garrido said, “We’re proud to have negotiated this agreement for our members in the Rent Regulation Services Unit. These workers carry out critical efforts to uphold rent regulation and stabilization laws that protect New Yorkers from harmful housing practices. We’re grateful to Governor Hochul for her partnership in this negotiation and her commitment to housing affordability, which impacts all working families.”

The ratified contract includes increases in salary for employees in each year of the agreement and up to 12 weeks of fully paid parental leave, consistent with other negotiated agreements. The agreement also includes increases in location pay and changes with health benefits consistent with other recently settled contract agreements.

District Council 37 is New York City's largest public employee union, with 150,000 members and 89,000 retirees.
